For creating his "rules of order."
I understand that having structure can be helpful, but the only time I have seen it used in any meaningful way is when a group, who is not getting their way, takes advantage of procedural technicalities.
We use Robert's Rules in our church council meetings because they help us to stay on track. Sometimes we choose to suspend the rules, but I've never seen them abused in our meetings.

I think that once it goes over 100% the price will go down.
Robert's Rules are available free at http://www.robertsrules.org/. Unfortunately, their text has quite a few typos and punctuation errors. Hopefully, FL will be working from a better compilation.
