I just got a download for "natures case for god- advance preview" by John Frame as a permanent download which appears to be the first three chapters of a forthcoming book.

Perhaps I am misunderstanding what has happened here but I am not keen on a crippled resource being added to my library without my consent, is this a marketing trick and will it ever be deleted?

No, but I do have an existing Connect subscription.

If you have a subscription, it is part of your monthly preview resources, and you should have an email about it. Check under License, as it should be Temporary.

I am positive that it was permanent, but when I look now it is temporary, which is fine.

The most likely reason for all this is I misread the description.

For Future Reference, temporary resources will initially be shown as permanent (reason unknown), however, after a short period of time, they will change to temporary.

+1 This is correct.

I believe (but may be wrong) that the change from Perm -> Temp happens once indexing is complete.

Perhaps someone from FL could confirm this for us?

It happens rarely for me. When it has shown Permanent, a restart has fixed it.
