Coming from this thread  in the Logos 8 forum, I can confirm that Kiyah's description is valid for L8.2 Beta 2 (under Windows 10) as well:

When you click the Library to open the Library in a drop down screen, there's a button that when you hover over it has the pop-up description: "Open in a floating window."

However, when you actually click this button, it does not open the Library in a floating window, it opens it in a docked panel.

The Button looks like this:

While Kiyah assumes the functionality is designed to open in a docked panel / new tab, and asks for the mouse-over text to be changed, I think (based also on the icon used) that it was probably meant to open in a floating window, but the functionality is broken.

A consistent bug fix in either direction (maybe even using two buttons, allowing for both opening functionalities) would be appreciated!
