Why do some "links" only create a tooltip citation popup instead of jumping to resource (even when you own the resource)?

Some links are great, I click them and it jumps me to the resource in my library if I own it (or tells me it is hidden, or if I can buy it in the store).  But other links just give me a tooltip citation, even if I own the resource it is citing.  Why the difference?  Does anyone actually want the second type?  Isn't the first always preferable (you can always CTRL-I and copy the citation if you want it)?  Is there any way I can get the first behavior out of the second type?  Or can only Faithlife address this?

We partially implemented a feature for mapping citations to resources and resource locations several years ago and never completed it. It ended up being far more complicated than we anticipated, since many books have different editions and printings and it's not always clear which one is being cited. We've been working on it again recently, and we're hopeful that we can have the backend pieces hooked up by the end of this quarter. When that work is done, these links should all just work.

I'm sorry we've had this broken experience for so long. We're working hard to fix it.

The good news is that once this is fixed, we'll be able to future-proof resources by adding links to resources we don't yet have. When we get them, the links pointing to them will just work without our needing to recycle the resources to add new links.
