In Learning Biblical Hebrew by Kutz and Josberger there are some indistinguishable vowel markers on p. 37. They appear in "placeholder" characters that won't allow reporting a typo through the normal right-click process.

I'm not sure I understand the problem. Report typo is still available at the bottom of the context menu:
If you were referring to entering the character, it is a Unicode character (U+25CC) so you can enter it. Unfortunately the report typo dialog gets dismissed if shifting focus to a virtual keyboard or character viewer, so I assigned the dotted circle to a keyboard shortcut.
Thanks. When I right clicked on the symbol, it didn't select it, and I got a blank pop-up. Double-clicking doesn't select it either. But when I manually selected it, it worked just as you say. Again, thanks.
Actually, I still can't get the selection you do. When I manually select the symbols and right click, this (🗷🗷) shows as the selection and then in the 'report typo' dialog box.
Oddly, if I copy and paste the selection, I get (ֳָ).
I'm on Windows 10 and Logos 8.10 Beta 3 8.10.0.0009, if that makes any difference. I have also tried using Ezra Sil, Ezra Sil SR and SBL Hebrew, and what shows in the right click dialog and in the 'report typo' dialog doesn't change.
