It's only about $20 or so. An introduction, I presume an update from earlier introductions. I usually avoid introductions, but this one is curious, mainly the author.
As you probably noticed, he was the navigator that got the famous aviatrix in big trouble, escaping to Columbia (South Carolina). Terrible humor.
But he's got another volume coming out from Eisenbraums:
"Foreign Words in the Hebrew Bible Linguistic Evidence for Foreign Contact in Ancient Israel"
No idea if it'll be in Logos, but the PDF below is a good sampling of Noonan's work in this area. Some of the loanword math in the samples seems in need of re-thinking. But, I think I'll bite on the above prepub.

I've been strolling through my Assyrian companion to Hebrew, and it's quite amazing the inter-relationships. Noonan provides sectioned tables, which is a good addition.
