Is there a way to export a work to html and have the footnotes linked Like when you read it in logos?

Copyright will restrict the amount that can be exported, and the software will choke/restrict the amount anyway. The best you can expect is to export a 'work' in chunks.

There is no option to export footnotes as in Logos.

If you first export to MS Word, then save the Word document in HTML, the footnote marks will be 'click-live' to the notes, but there won't be any tool-tip popups..
