It will all depend on your needs. This might give some useful pointers:

It would all depend on what you are looking for but Paul's suggestion is a good one.  Mine thus far is MacArthur's.  It may not be as deep in technical areas and excurses as others but his commentaries always read like a book to me.  I remember his stuff on the last half of Romans 1 and enjoyed it immensely.

Also, Logos just had a sale on the top commentary for each book of the Bible. I bet if you call customer service, they will be able to tell you the top 5 rated commentaries for the Book of Romans.

What is the purpose of your study? For personal growth and understanding or for ministry - a sermon, study or devotional?

Best inexpensive commentary is John Stott, Bible Speaks today on Romans.  It's a bit long, readily available in paperback or Logos

For personal growth, I would recommend John Stott's commentary on Romans. Stott was a pastor and his commentaries explain the text and provide insights for living.

These are terrific for studying Romans for personal growth:

Remember that with Logos you can make a purchase, try it out for up to 30 days, and return it if it doesn't meet your needs.

Blessings on your studies.

I believe this thread contains some good suggestions. Personally, I give credibility to the ranking at Bestcommentaries.com. I look at the top-ranked commentator then consider other series that he/she has written if I am looking for something for a different purpose. In this case, Doug Moo is HIGHLY regarded on Romans and he has written 3 volumes in the top 15. NIVAC is tagged as "devotional"

As a layleader I love the NIVAC series.  The format makes it accessible and enjoyable to read.  I also have NICNT/NICOT and can say even as a layperson I really appreciate the depth and readability of that series.

Given the request is for personal growth, in addition to John Stott and Douglas Moo's NIVAC volumes, let me also recommend

I remember finding this a great read.
