Or since they are deeply discounted, FL decided to include only 14 volumes to get you to want to have the other two volumes for $35.09 and since most people want to complete the set, they have no problem spending $35.09 in a bundle than paying $43.99 if they were to purchase those two remaining volumes separately.
It's all part of a business plan IMHO :D

The word "updated" in the original post suggests to me, without having done any research at all, that the two missing volumes are recently out of PrePub. Such volumes are not normally put in base packages. (Among other things, putting them in often frustrates the people who ordered them as PrePubs, given that the PrePub price of pretty much everything significantly exceeds the price of the same thing in a base package.)

In the end, it comes down to how patient you can be. Often newer volumes are not included in package pricing, precisely because they are new and the sellers want to get new book prices as long as they still have the new book smell. (Or is that cars?) Either way, given enough time, usually about 2 years or so, when the newness wears off, the newer volumes get included in the discounted set price. You have to ask yourself how much of a hurry you are to get the new volumes, and if the answer is "need it now", you pay for that necessity.
