I think most will agree that Boch's BECNT volumes are on the top shelf. He has an extensive Introduction which is probably the most up to date available in Logos format. His commentary itself is as extensive as his introduction. There isn't much one could question about the text that he won't find dealt with in the commentary. It is first rate, even if one doesn't always agree.
Marshall in the NIGTC is not as extensive in matters of Introduction as Boch. Instead he often refers the reader to another one of his works which is fortunately also available in Logos format (Luke:Historian and Theologian). That said, Marshall has thought clearly about most of the issues facing one's understanding of the Gospel, and his commentary is always worth reading.
Joel Green's volume in the NICNT is insufficient on its own in my opinion. It is deficient in many areas of Introduction and I usually come away dissatisfied when I read his comments.
Leon Morris in the Tyndale series serves well as a biref commentary but of course is not meant to be a replacement to either Boch or Marshall.
I have Fitzmyer's commentary from the Anchor Bible in print but not in Logos. No scholar could be without these volumes, but I think most who preach and teach laypersons as a calling will do fine omitting it from their libraries as long as they have access to Boch and Marshall.

My number one on Luke is Bock's BECNT, both volumes.
My number two on Luke is Marshall NIGTC.
I think I have other commentaries on Luke.. but.. I don't think anything else is needed after Bock and Marshall.

A lot of good ones have already been mentioned. Two good ones that haven't been mentioned so far.
Alfred Plummer in the International Critical Commentary. Plummer is always good..
Also RCH Lenski has commentaries on the entire NT.
I really appreciate both of these.
