If you have the internet setting on, your notes are also on Logo's server. When you replace your laptop & re-install L4, L4 will download your notes from Logo's server.
Tom is correct. I switched to a new laptop a few months ago and all my notes carried over because they were stored on Logos servers.

As Tom pointed out your L4 data is stored on Logos server. But there have been a very few people who have had trouble recovering their data. So i would suggest that you backup your Logos4 (L4) data periodically. There is tons of other data that you may not be aware of that could get lost (collections, tagging, prioritization, favorites, bookmarks, layouts, etc).
Method 2 (Saves resource downloading and indexing)
The above link to a wiki article tells how to reinstall from a backup, but the way to backup is kinda hidden in the instructions. So below is how i do it.
1. Close your Logos4 program (so it is not changing the data files while you copy them)
2. Locate Logos4's files (below are the instructions from the wiki article)
Note - the default installation path is: XP -> C:\Documents and Settings\username\Local Settings\Application Data\Logos4 Vista/Win7 -> C:\Users\username\AppData\Local\Logos4 (substitute your actual username for username)
3. Copy the folders below to a folder on your external HD.
4. Now you have all your L4 data backup and if you ever need to reinstall or install on a new computer you can follow the steps in the wiki article.
i have used this several times when my ancient laptop can't index files and i go over to my son's house and use his faster laptop to index.
