Carefully note the highlighting options which have been set and the Preview of the options set in the image clip below.
It appears as though the Text Effect Outline colour is not being applied correctly!
I.e. the outline appears to be black when the body of the font, the text fill colour, should be black. In this example, the outline colour is invisible since it is white, the same colour as the background colour in the preview box. But you can select any Text Effect Outline colour and the results are the same, the outline colour appears as the text fill colour.

Concur, especially when contrasted with Glow and Shadow text effects that have their color around the outside of letters while "outline" fills the inside of letters with the outline color.
Wonder if "Outline" text effect should be renamed to "Hollow" or "Fill" ?

Wouldn't it be more helpful if "Outline" simply did what it said otherwise Font Styling can become a "little" ambiguous.

Ideally yes; bug could be fixed by exchanging colors so the Outline color is on the outside of letter(s).
Wonder what Logos developers will choose to do ?

The nomenclature is a bit hazy, but the behavior isn't a bug. The outline is black and is always black. If the desired effect is for a color to wrap around each letter or "outline" the edge of the letters then you probably should use Glow. Otherwise, Outline should be thought of as a black outline around a user defined fill color over the text.

I'll send in a request to see if they can clear the wording up a bit sometime. If not, no doubt they will give me some explanation regarding the wording. If that is the case I will report.
Would "Fill" be a better term for Outline? Otherwise it looks like changing Font Styling to the desired outline color, and changing Outline to black is the current solution for having the text "outlined' in a desired color.

From a graphics perspective, "Fill" is a descriptive term for current behaviour.

In any case the current wording seems ambiguous and not so helpful to me.
I think It makes more sense if the "outline" attribute refers to the outer edge of a fonts' "fill" attribute.
