I purchased and downloaded the Oxford Dictionary of the Christian Church a few years ago, and I can access it in Logos 4 on my iMac, but neither my iPad nor iPhone shows that I have it.
Are there some resources that one can't access on iPad or iPhone? It seems like every other resource I have is accessible.

Logos policy is to make as many of your resource available to you on your mobile device as possible, but this is subject to publisher approval. This is not a "mobile enabled" resource. Notice the lack of an iPhone icon under the book cover (from the resource page on the website):

Welcome
Yes, comparing my Logos 4 library resource count for edition:(l,e) with my http://biblia.com library count, noticed a bit over 90 % of my Logos library is available for mobile use. Thankful for Logos working with publishers to enable more resources for mobile use without requiring Logos users to pay again for mobile access.
