Seems the functionality is there, not the data?
You should have a "Word Senses Database" updated recently. Mine came on 29 September.
I got a download of that database, too. There is also a WordSenses folder in the right place:

Mark, if you have time, you might want to try the update resources command, and see what happens. (Do it at a time when a slow-down in Logos won't be an issue for you.)
Right now I am geting the same thing Mark is seeing. The BSL does nothing at all for me other than tell me I'm missing resources necessary for the tool. I am trying the update resources command now.
Update resources discovered the wordsenses database and downloaded it. Playing with BSL as we speak.
I am getting the same error message on Mac. Update Now does not find anything, but I know the servers are up and down.
The did it for me as well, although Logos reported no resources needed updating. I did close and reopen L5 after that report and found that BSL is working. Thanks for the suggestion.
Glad it worked, though I'm not sure why it would.
I was suspicious that this might work, because of some other issues with downloading resources, that L5 might not automatically be getting everything it's supposed to. Also the update resources command did download something for me yesterday, seemed to install it, but no new resources showed up. This was before I started playing with the BSL.
This probably is evidence of a bug in the download, install, or indexing routines of L5.

Update Resources did pull something up, but the indexer didn't run afterwards. I get the same error message.
Did you close and reopen L5 after the download? If not, try that.
This issue should be addressed in recent updates.
