What I do recall is the publisher requested that their resources be withdrawn from the Portfolio package so it is not likely they will be included again. Whatever the titles were they are still available for purchase individually.

I think one thing removed was the Baker Exegetical Commentaries.

Yep, that was what I was trying to recall. I think there were other minor resources too.

Of course, Moody resources won't be a part of future base packages either.

I think you are right. It's hard to tell because my P4/P5 library mixes everything together. I think there were some apologetics books that got dropped. Creation science & dinosaur stuff.

The withdrawal of Pillar, Baker and NIGNT was, in my opinion, a significant loss to the base packages. I am not sure I would have upgraded to Platinum with the launch of L4 had it not been for the (then) inclusion of these sets.

I did not upgrade to Portfolio until the launch of L5, but I seem to remember that the International Standard Bible Encyclopaedia was included in Portfolio, but then removed with the launch of L5 (I may be wrong on this).

That's right - I totally forgot about the NIGTC. That was a huge loss.

Can't help you with a biblical prooftext, but I did search my Logos library for portfolio NEAR heaven and found this:

I finally went with Portfiolio a couple weeks ago. Assuming you have the usual commentaries that most of the base packages run light on, Portfolio makes sense. It doesn't represent a game changer, but if you spend a lot of time studying with Logos, it will eventually prove worthwhile.
