This morning I noticed I had apparently lost all the highlights I had previously made on all of my books.  Is there a way to turn the highlights on or off?

Yes. Check the three circle icon ("visual filters" menu).

Thanks for the feedback.  When I take a book that had highlights and click on the three circles I do not see the highlight check box.  When I then add a highlight I can see the check box and I can turn the highlight on or off with by checking or clearing this box.  Any suggestions?

Is it possible you deleted your highlighting note file by accident?

You may want to check https://documents.logos.com/ for documents of type Notes (highlights are stored in these)

When you filter for type Notes and status deleted, you may undelete them from there:
