But with a panel width like yours and the above Program Settings, I don't have a problem with line spacing (Windows).
Replicated using Windows 10 with default font and 100 % for program scaling and resource:
Work around is hiding Chapter and Verse numbers (so line spacing has equal leading):

Another work around is changing resource font:e.g. SBL BibLit
You can open up your Program Settings and change Line Spacing to "Normal" or "Loose" to give more consistency in the spacing.
Default font with Normal line spacing has ESV line spacing inconsistency with Chapter and Verse numbers displayed.
Yeah it's to do with the verse numbers. Seems like a bug to me...

Correct. The line spacing option controls how much consistency there is in line height between nearby lines. On "tight", each line is as tall as it needs to be in order to contain its own content. It's not a bug that lines with larger fonts and superscripts (verse and chapter numbers) require more space. On "loose", each line will match the line height of the tallest of the nearby lines, even if they don't need that much space. "normal" is somewhere in between.
