I was surprised to discover that I can't scroll through the new Factbook even though all the rest of the Bibles and Guides scroll as expected. Is this a "feature?"
If you mean scrolling through a single entry, you should be able to ... but then I don't use touch screens

Welcome!
The desktop apps have not been optimized for touch. It isn't a bug, but rather an unimplemented feature.
Side note: It is recommended that you change your username to eliminate your email address. It is a security and spam risk to you.

Well, touch scrolling does work in other windows (but not on the home screen)
Confirmed... on Windows 10. Other guides and Bible/book screens can be scrolled by touch (finger). But not the new Factbook screen. When you touch/scroll it, it simply selects the text.
I was surprised that one element of the software didn't support touch scrolling while many (all?) other areas were touch friendly.
It seems that it's one or the other. I think on the panels that can be touch-scrolled, it's almost impossible to touch-select text. On the panels (like Factbook) that can touch-select text, it can't touch-scroll. :-(
