Never saw this symbol before around Sync symbol?

What is the square dashed line around the Sync symbol? I have never seen it before. It occurs on one of my computers but not the other. If I hover over it says "Sync enabled and all items are up to date."

Anyone seen this before?

    The dotted line outline around any feature in the UI is the focus rectangle. It tells you that control has the input focus, which means keystrokes will be sent to it. If you hit enter at that point, it would be the same as clicking on the icon.

    You can move the focus around through the main elements of the Logos application frame by pressing (and releasing) Alt, and then pressing the Tab key several times to cycle around through all the top-level menus and other stuff. Eventually you'll get to the Sync icon. When a menu has the input focus, pressing Enter will drop it down and then the down arrow will cycle through the items on the menu. Pressing Enter will choose the presently selected item. Having keyboard access to everything in this way is useful for handicapped people who can't use a mouse for some reason.
