Bug: Library Icon Not Always Functioning

If I open Logos and immediately select full-screen mode, I often am not able to open my library by clicking on the library icon. I can drag the library icon to open it as a panel, but it will not open as a drop-down for me. This problem does not seem to be present all of the time, and I am having a hard time figuring out why it works sometimes and why it doesn't work other times. It also seems to happen occasionally when not in full-screen mode, though it is significantly less often.

You will also notice in the screenshots posted below that it appears that clicking on the library icon is deactivating my Logos window. The first screenshot was taken before selecting the Library icon and the second was taken after selecting the Library icon. Notice that the window appears deactivated. You will also notice that at the time that I took these screenshots I was not in full-screen mode.
