BUG: Jiggly Settings

I noticed this when I was playing with settings earlier. Not sure that this is new.
When the window is narrowed to obscure the question mark help icon the line the cursor is over and the line that it was previously over are redrawn in slightly different positions. When the window is narrowed further, obscuring the setting, then all lines are redrawn as the mouse moves between items.

I am able to reproduce this issue, and I have created a case for Development.
