I just found this post and thought I'll reply with a quick powershell solution if anyone is interested in the future. There is no way of passing the layout directly to Logos, but maybe this powershell script could do the trick?

Save it as LoadLayout.ps1 and then run it from cmd like this: powershell LoadLayout.ps1 -layout layoutName

Hope this help.

param (
    [string]$layout
 )
function Launch
{
    $launcher = New-Object -ComObject LogosBibleSoftware.Launcher
    $launcher.LaunchApplication()
    Do
    {
        $app = $launcher.Application
    } While ($app –eq $null)
   return $app
}

$logos = Launch

if ($layout){$ret = $logos.LoadLayout($layout)}

Exit
