It's a command to import the resources from a previous Logos installation or backup so you don't need to redownload all your resources again. Type scan <path to Resources folder> in the Command Bar See here: https://wiki.logos.com/Quick_Installation_onto_Multiple_Macs

I assume you are talking about the Shortcuts Bar. Good news! In Logos 9, you can make folders: If you haven't upgraded yet, you need to do so to get this feature (or wait for the free version to come available in early 2021).
