The "first Logos 8 upgrade" discount for most users is 25%. For Connect users it's 5% more (30%). The "first Logos 8 upgrade" discount for people in the Academic Program varies by their academic role, but for Connect users with an Academic role, it's 5% more.

What you are seeing is a bug on the product page that we are working on fixing. Connect subscribers will get 30% off the first Logos 8 upgrade purchase regardless of whether they choose a Complete Upgrade or a Library only upgrade.
