Would you be able to capture video of the typing delay, using Jing or similar program? Also, does this occur in any Notes document, even one with a few small notes, or one document in particular?

Probably not all Mac trackpads have the same preferences; however, on my MacBook with trackpad, 'Swipe to Navigate' is for three fingers, and 'Scroll' is for two fingers.
