    The first thing I would check is your preferences for when downloads can occur. If you have downloads set to only happen overnight, for example, then you won't be able to download this resource during the day.

    Syncing <kind of> works. FL assumes that if you have a book open in a layout on the desktop, that you want that resource to stay put in that layout. Similarly, FL assumes that if you have a book open in a tab on mobile, that you want that resource to stay put on that device. To get syncing to work, the resource MUST not be open. It sounds like
