It's all still pretty mysterious under the hood, and the nice explanation given in the 8.5 notes will have to be dug up by people to fully understand this.
Does the explanation in the tooltip
Cloud Resources don't appear in collections - either in the library, or in the collections tool. There's no obvious reason for them not to - after all, all the metadata is there. This is a problem, not least because it's natural to want to download all the resources in a particular collection. There are two options controlling resource download. In 8.4, these are: Automatically Download Updates : If set to YES , then updates for your application or already downloaded resources will automatically start downloading as soon as they are available. If set to NO , then updates for you application and already downloaded resources will not start

Alternatively, find the desired Bible in your library. Right click on it and select the "Prioritize this resource" option.
If Automatically Download New Resources is set to off, will we still be prompted to download them through the notification bar?
No. If the option is off, then all new resources will be treated as "cloud resources". They will show up in your library, and you can select and download them from your library.

For the moment, this is working as intended. If you had "Automatically Download Updates" turned off, then "Automatically Download New Resources" would default to off. This is because

We have always expected resources to automatically download. Today for the first time, a new resource did not download and I did not know why until I read the release notes. Not many will
