I think that you have to look at this from the perspective of the copyright holder, they have to be confident that when Logos distributes their product that they are remunerated as agreed, for this to happen they have to trust that Logos will only distribute their product (i.e. allow download in Logos 4/5) if Logos knows for sure that it has been properly

Anyone can use the resources, but Logos has made it clear in the description that the "aim" of the collection is for apologetic research.

My pet theory is that Logos is forcing these through production to form part of the new Logos 5 base packages, which would expleain all the "help" they are getting.
