CP items in Base Packages

I'm sure this has been asked before, but I cannot find the thread. Please excuse my redundancy.

When buying a base package with CP items included, what happens if those items never get put into production?

If the item is part of your base package you will get the item in your library before the item is finished in CP. for example this is on CP https://www.logos.com/product/21620/a-dictionary-of-christian-biography-literature-sects-and-doctrines But i have had it in my library from Nov 2014 when I upgraded to L6 Platinum.

These CP items are being worked on I believe we were told. They are being released before typical CP practice because Faithlife wanted these works in the packages. They are being left in CP mode till their release to offer others to get them at the reduced price.
