Why no dynamic pricing on Biblical Languages base package?
I believe it is because it is considered an academic package and hence has its own discount structure.
I believe Logos is a monopoly and calls the shots. The demand is there. I expect Logos earns more by not offering this package to the general public.

Tell that to the seminaries that use BibleWorks or Accordance. I would be more inclined to suspect the contracts with publishers which often specify the permitted discounts and whether Faithlife bears or shares the discount. Zondervan's non-participation in dynamic pricing is basically the requirement that Logos pay them the full cost of each license even if it is a duplicate.
I purchased the Original Languages Library base package in 2012 for $413.56 USD.It was absolutely the right choice for me. It's been the single best investment I've ever made on Biblical education. It's a shame that it had to go up $637.46 USD. It's probably much better value, but much more painful for those on tight budgets.
In the previous version they had dynamic pricing.
If I purchase each book individually it will cost me 232.80, but it will cost me 524.96 if I buy it as a base package
