James an Old Testament Book

I was reading the description of the ICC commentary on James and noted that it is described as an "Old Testament Book"

    James 1:18  "Of his own will he brought us forth by the word of truth, that we should be a kind of first-fruits of his creatures."

    But this is not  Old Testament statement.

    I know that this is not the proper forum to debate this, but I cannot let it stand.

    I know that James is a New Testament book, but you can't get any Old Testament older than

    Genesis 1:26 Then God said, "Let Us make man in Our image, according to Our likeness; let them have dominion over the fish of the sea, over the birds of the air, and over the cattle, over all the earth and over every creeping thing that creeps on the earth."

    And although not verbatim, James restates the knowledge of the Old Testament.
