Comma instead of aleph/ayin?

I noticed at church today that many (I'd say "all," but didn't look, obv) of the ayin/aleph ' are represented as commas , in the Jewish New Testament Commentary. However, I looked on my desktop, and they're all correctly represented there. 

Is the iPad version using a different file, then? Different font representation?
