Is it possible to search all resources tagged with a specific community tag? For example if someone tagged a resource as "stuff' I could search every community tagged that was tagged with stuff.
The library filter field tag searches both community tags and your own tags, so you could set up a collection using tag:stuff.

if someone tagged a resource
five someones, at least. And from L6 you can use ad-hoc collections for searches and in the library, i.e. unless you need the plus/minus to increase precision in a collection, you may just use the filter when you need it.
