Offline Reading Question

Just wondering if anybody else can confirm this.

I downloaded the book: The Hermeneutical Spiral by Osborne.

On page 25 of the book has a chart labeled figure 0.1 Flow Chart on authority.

In my offline reading it only has the chart title, but no chart. Is this normal behavior or a bug,.
