BUG: Web app resource location

I have a number of bookmarks which I open in tabs. One of these bookmarks is for the web app. On several occasions the right panel opened to the location seen in the first screen shot... but most of the time it opened to the location in the second screen shot. Both locations are in "chapter 2" of the book.
