BUG: Formatting Tools Missing

Over the past few weeks at least, the forums frequently lose the ability to use the formatting tools. The tool bar is completely missing.

I am using safari on mac os 10.10.3

This will happen if the "Content Editor" setting in your profile is set to "Plain Text"

Is this potentially what is happening?

Here are two screen shots from my iPad. Notice the missing formatting tool bar in the first shot, and the resulting post in the second. NOTE: I am posting this five minutes later from the same device. The formatting toolbar is present, else I wouldn't be able to post the screen shots
