This is correct.
By default, a <Sense> search finds all subsenses. At logos4:Senses;KeyId=ws.means.n.02 you can see that "salvation (means)" is a type of "agency ⇔ hand".
If you want to find only exact Sense matches, search for <Sense = agency ⇔ hand>. (This gives me 24 results in the ESV, instead of 30.)

As Bradley has mentioned, the search is functioning correctly; however, this is actually a problem in our data. The hierarchy of "salvation (means)" and "sustenance (means)" is incorrect. I will create a case for this and fix it. Thanks for pointing this out.
