Started Verbum. The notification icon is displayed with a 1 but nothing is shown on hover/click for at least a minute.

Thanks for reporting this - I discovered it just before leaving for an appointment.
I'm on vacation at my parents' house, and discovered this exact problem with their installation. I was able to get things working properly by turning off automatic updates in the settings and then restarting. When the application restarted, I was able to turn auto-updates back on, and things seem to be working again. I don't know what is causing the problem, but this might at least clear things up for you.
I don't use Automatic Updates and the problem cleared after about one minute with 2 notifications that were visible.
Although not as long, the same happened on restarting Logos 6.4
