Bug 6.5 beta 1: "Works Cited" Concordance not working in "The Theology of John Calvin"

In The Theology of John Calvin, all "Works Cited" appear as if they were self-reference the resource, rather than pointing to other resources.

There seems to be two problems: (1) All footnotes are incorrectly counting as a citation to the current work, and (2) Works cited in those footnotes aren't appearing.

The second problem may be due to the old tagging in this particular resource, but if there was a work around it would be very helpful. But the first problem presumably can be fixed.
