Question: Language tagging for proper nouns

Am I correct in assuming that proper nouns are treated as English by definition? Or at least treated as belonging to the primary language of the resource? (I don't have a good Spanish, French or German resource to test on.)

    It's #2 (running concordance on a German resource that shows only German and Greek language text)
