What is the best way to report the duplicate topic records ... and lack of a bio record?

There's a known Factbook data problem with quite a few duplicate records for biographies/topics. We've done a lot of the curation work to merge these but haven't shipped it yet. So while Eli's answer to your question is correct, I wouldn't spend much time right now reporting this kind of duplication: we already know of dozens, and have fixed them internally. Once we've got those corrections shipped, then it will be open season for duplication reporting once again (though of course that season is always open in practice).
I'll pass this specific case along to ensure it's already in our list.
