Redownload all resources

My downloaded resources show up as downloaded but open only if online (for the first time. They remain downloaded afterwards).

Do you mean ALL or only ones which were previously downloaded? If the later, under certain circumstances they auto download if you baby the app after the reinstall. If the former, scroll slightly upwards... however... downloading all (or large portions) of your library is strongly discouraged.

It has been my experience that downloads will not continue if the device sleeps. Likewise, it won't download resources / notes if you exit the app. To "baby" the app means to make sure neither happen.
