While in notes tab, my cursor stays where I last typed. However, if I switch from the Notes tab (in the same window) to another tab, and switch back, my cursor moves to the top.
On which platform and with which version of Logos?
I can't reproduce this - when I switch and come back I no longer have a flashing cursor in the Notes tab but the position is (roughly) unchanged

Logos Bible Software 6.7 SR-16.7.0.0044

6.8 RC1 has been released so - assuming no issues - the stable release should ship soon.
And your video demonstrates the issue well - I can't reproduce it on the 6.8 release (but I doubt if the update is relevant to this)
