I have heard that I MUST have this resource.
1. Why?
2. Has anyone ever read it all? If not, how much?
3. How else do you use this resource?

I have read the entire thing. It's a considerable investment of time--7 or 8K pages--but IMO worth it if: you are interested in finding out what Karl Barth really thought (many, many summaries are inaccurate and/or unfair) AND are deeply interested in systematic theology and want a different way of looking at it.
It's not useful for casual theological reference. It's a somewhat tough read in the English translation, but easier than (early) J. Moltmann or (shudder) F. Schleiermacher.
Just to clarify, 50% means 50% less money, not 50% less reading time. [:P]
