This just started happening.
The blue notification circle never goes away, and it says that the library is indexing and it is at 0%.
Do I need to reindex the whole library?

Rebuilding the index is a nuclear option, and we don't know enough to know if it's "the same thing."
Have you tried restarting your computer? Can you provide logs (see my signature line)?

I started the rebuild library index as suggested in the other thread. It is sloooooooooooooooooooow.
A few hours later...the problem was fixed.
