Although both the Topic Guide and the Sermon Starter Guide (by Theme) recognize the concept of "Creation", the Factbook does not. I would expect Factbook Themes to match Preaching Themes and Factbook Topics to be a superset of Topics.
The Factbook has an entry for Creation (as shown in your screenshot). All the information about Creation, whether that be event data, topic data, theme data, etc. is included in that entry. That's the purpose of Factbook. You don't have to go to different tools depending on whether it's a place, person, event, topic or whatever, it's all merged together into one entry.
I'd seen so many duplicate entries of different entry types that I'd thought that was the expected behavior rather than unfinished clean up. Thanks.
When I went to find examples outside the topic/biographic pairs, I found they have slightly different names ... what I see for Trinity is what I expected to see for Creation:

Generally speaking, if the label is identical across event/theme/topic/place/thing/person, then the merge will have occurred satisfactorily. If the label is not different, then it will require manual review, which seems to be taking a long time.
That said, in the example you give, I would definitely not merge the 'person' 'God' with them topic 'Trinity'), as I would expect quite different information in both. Remember, the label of the entity is in bold black. Anything after that is just an alternative label, or a help. However, the topic Trinity does look like it ought to be merged with the theme God: Trinity.
