Add a Table of Contents pane to notes windows

Having a collapsible ToC panel in notes windows (like regular resources have) would make navigating the notes files easier. Please consider this.

And let me add that the Clippings windows might benefit from a ToC also.

Yes! a smallish addition but that would be an enormous improvement..
