Highlighting not working on iPhone 6S

For several days I have not been able to get the touch highlight (or any highlighting, for that matter) to work on my iPhone 6S. When I touch and drag my finger, it APPEARS as if it is going to highlight, but when I release my finger, the highlight disappears. Can anyone help?

    I see this occasionally

    Try "force exiting" the app and starting it again and see if highlights work properly then

    This can also happen if you have the notes off for your resource.  Press the "Aa" button and scroll down to the "Notes" setting.  Make sure that all your notes documents that you are using are turned on.
