BUG: Note option "Show citations"

1. Open a resource such as St Augustine: Against the Academics
2. Set a Note file to "Show citations"
3. Create a note and copy a sentence from St. Augustine into it
4. Results are as expected - citation shows as a live link.
5. Set Note file "Show citations" off
6. Create a new note and copy a different sentence from St. Augustine into it.
7. BUG: results are have not changed ... I still get the citation showing as a live link.
