6.11 beta 2, bug: Activities won't open from the Courses Tool

To reproduce:

1. Open the Courses Tool and the NT156 course.
2. Scroll to any "Explore" section (I'll use Unit 3, "Trial Before Pilate" as an example).
3. Click on the link to "Segment 3 Activities".

Result:

• The tool scrolls to an apparently random point in the resource.

Expected result:

• The "Activities" resource opens to the correct location, either in the tool, or in a new tab.
